Maybe Will gets a loss or two and decides it's time to reform some variant of United Empire?

I still think Will getting pushed to the point where he breaks out Tiger Driver 91 again to win is where they should go. Then it's a basic morality play going on with him.
Is winning worth it if he has to potentially injure an opponent?

Ospreay, Fletcher & Mark Davis (who I have no idea how he’s doing with his injury) vs Takeshita, Trent & Ricochet
I keep putting in Ricochet as a fantasy booking, but more realistically like I said before, it’ll be Rush. Callis approached him after the MJF loss, so there’s something there.
Heel Ricochet out the gate would be fun, instead of Ospreay’s buddy.
Then again maybe he replaces Davis and we get Will, Kyle & Ricochet vs Takeshita, Trent & Rush?

No more factions for Will.
He is a star. Let him shine on his own like a star.

What if it’s Callis who takes the Tiger Driver ultimately?
That’d be fun. Not for Don, but it’d be different.
