Can't blame Roman in the slightest.
They're taping Mania super soon, so Trips would make the most sense to get them out of this pinch.
Just keep the title on Bill until stuff is safe to run again. Like it really matters who is World Champ during what's going on in the world today?
I'd be fine keeping it on Goldberg until Mania. Just do the Roman match then.

Replacement for Roman is out there. Search if you want.
Miz was sick & didn't wrestle and word on PWInsider said that played a factor in Roman not wanting to wrestle on the show.

As many expected, the coronavirus pandemic has wrecked havoc on the WrestleMania card. As previously reported, Roman Reigns, Rey Mysterio, Dana Brooke, The Miz, Jerry Lawler, Murphy and Paige have either been pulled or have chosen not to travel or wrestle due to the pandemic.
Wrestling Inc. has also learned that Cesaro and WWE Women's Tag Team Champion Asuka are also out of action at the moment.

WWE has announced that due to the recent performers being unavailable as originally planned, each night of Wrestlemania will present WWE BATTLEBOWL. Every sports entertainer that performed that night will compete in a winner take all BATTLEBOWL at the end of the night until we have a BATTLEBOWL winner! Stay tuned for more details.

OK you know what... Fuck Hogan. Once I was old enough to realize what a piece of shit he was I let it slide because he helped create something I have loved for 40 years. But after watching the Macho Man documentary yesterday and how Hogan was trying to get over the doctor telling him (Hogan) that Macho could have been saved if he would have just taken the heart test that morning. He is fucking compulsive liar and shitbird. And now this. No, prayer isn't going to save the world. Staying the fuck home and science is.
