Let’s go through Shelton’s career (off the top of my head) -Team Angle was awesome -Drafted to RAW a year and a half later and won the IC title -Became the MITB spot guy -Turned heel and became a Mama’s boy -Reformed the Worlds Greatest Tag Team -Gold Standard blonde hair dude -Left for Japan and Suzuki-gun -Came back in 2016 and was just a guy -Main Event purgatory -Hurt Business stooge
I could be missing parts, but yeah, aside from the early years with Haas/Angle and a few months into his singles run on RAW, he’s been stuck in that “guy who can have good matches but we never push”. Just throw the IC title on him occasionally.
His promos have always been his kryptonite. Maybe being a Heyman guy hurt him too? I know when Paul was back in charge recently he & Cedric got pushed, Paul lost power and their push went bye bye

The thing about Shelton is, while he was never great at promos, he certainly wasn't terrible. He wasn't Mr. Charisma, but we've seen worse.
Chris Benoit was a fucking abysmal promo and he never got better at it, but even he got an opportunity to carry the ball. I think you could've easily had Shelton beat Benoit for the World Title in 2004 before inevitably dropping it to Triple H.

You’d think if you brought back Stone Cold for his first match since 2003, in Texas, it’d be the main event of one of your nights of Mania
But it won’t.
I also don’t want this to happen. Austin is one of the only guys to stay retired. Don’t tarnish your legacy, even though I’d love Owens getting a big Mania moment off it.

He's one of the few I'd actually tune in to see ramble like Hillbilly Jim. We don't get many Taker stories outside of the WWE produced docs.
Those Broken Skull sessions were awesome hearing him shoot the shit.
With a crowd, hopefully he tells some stories while thanking people and not the same stuff rehashed
